Wouldn’t it be easier to model the characters on the foam first and then transfer them onto the cake? i feel ike all of the moving of the wires as the paste is being molded on, would make a rather large hole on to the cake.

If you don’t feel comfortable making the models on the cake do them off or have a practice with both techniques. Making the models on the wires help support the models, they are quite heavy and might fall off when being transferred.
